The Toa-kai is a yakuza syndicate based in Tokyo, Japan, founded in 1948 by Hisayuki Machii as the Tosei-kai. Originally a far-right anti-communist group, it became one of Tokyo's most powerful gangs during post-war economic growth. The syndicate is a member of the Kanto Hatsuka-kai federation and aligned with the Yamaguchi-gumi. As of the infobox, it has an estimated 20 members and is led by Yasushi Hayano.
