Based in Nuevo Laredo, Tamaulipas, it controls that city and operates in several Mexican states. Its activities include drug trafficking, kidnapping, extortion, human trafficking, and money laundering. In February 2025, it was designated a foreign terrorist organization by the U.S. State Department.
